It's very common for the dealership to take possession of new cars and have to repair/repaint something external on the body due to the vehicle getting scratched/damaged during transportation or when the car is unloaded from the truck at the dealership, or even while it is at the dealership and one of the technicians/sales people/potential buyer runs the car into something. Looks like this was the case. Something on you car had to be touched up (maybe the car got slightly scratched when it was driven off the truck, etc.) but the pain shop they sent it to did a ****ty job.
Btw, Carfax is not going to report anything that the dealership may have fixed prior to selling it to you unless the dealership reported it to Carfax (which wouldn't make good business sense to do this from their standpoint.) In fact, the Carfax may not even report damage done after the car is driven unless the body shop you had the repairs performed at reports the damage to either your insurance and they in turn report it to Carfax, or to Carfax directly.

J/K man... We ID'd the fact that the wheels were refinished due to road rash.
A very common practice BTW. You do make a good point though that it was
a crappy job... Dealer is replacing with Fresh Factory stuff FRIDAY
