Why would you stick a shorter wheel in further? Wheel height has absolutely nothing to do with offset. Overall tire diameter would, but he wouldn't be adding to his diameter either. I fail to understand your recommendation.

Yes, so long as you're not under-inflated, and you're not going to extremes. The tire should be against the bead on the rim. Make sure you don't drive up curbs on the regular, of course.. you're prone to sidewall damage when stretched.
