What are these bolts for?

Swapped my summer tires over to snow tires today at the shop and noticed a few interesting bolts and things in my ziploc bag when I got home...
The picture below shows the all the summer lugs and stuff -- but what are the 4 items outside the ziploc bag in the upper right corner. Trying to figure out what these are and why they aren't on the winter set-up as well and why only 2 sets and not 4...

They are on the hubs to make sure you cant accidentally mount the fronts on the rear and vice versa. Perfectly fine to leave them off if you know which wheels go where. You have to remove them to put on most if not all aftermarket wheels anyway. Chunk them out.

Thanks... so, when I go back in the spring to get the summers back on - you're saying I don't really need these as long as the techie knows the 225's go in the front and the 245's in the back with my stock 19's?

I went back to my service receipt and the fine print - it says the following in the technies notes:
"Unable to fit front wheel on. Rotor Locator Bolts blocking rim. Removed rotor locator bolts and put in bag with OEM lugnuts."
