are the wheels off the tires? if so you could do it yourself. if you're talking about unmounting from tires first then probably $50 to unmount. if you're swapping out wheels then they should do it for free at the same time, it's not hard

Bwahahaha, no way. Go onto Yelp or your local section of this forum and ask for a good tire shop.
I got my old wheels unmounted, new wheels monuted onto same tires, tpms swapped all for $100..

WTF are you and your car doing out in California???
Generally to dismount your tires from your wheels will cost about $20ish per wheel so $80 to $100. If you are buying tires, they will put them in for no additional charge since they have to dismount the old tires anyway. When I got a new rear pair of wheels put on, I got them to go ahead and pull the front tires off and install the TPMS in those at no additional charge since I had purchased tires. Tire Max in the Woodlands.

I did a TPMS rotation two years ago at a dealer with an oil change on my FX. The bill came to $300+.
The worse part was that they put different tire pressure in all four tires ranging from 35lb to 43lb. All valve caps were missing.
I called and told them I will send them a billed for fixing it according to my time and bill rate. They immediately sent someone to my house and adjust the tire pressure and put the caps back on. I never went back to that dealer.
