No the chrome isn't blacked out, just the angle I took the pic at. I'm not sure if he does vinyl. I went 20% so I won't be blacking it out that would draw too much attention.
Call him and see. The 3m for $150 was a steal, he even did my windshield (7in) for $10

They are for sale!
Been dragging my feet getting them cleaned up but I'll be posting them and my jdm visors for sale sometime this weekend.
