that looks real good. what do you have to set your camera to capture that effect. aperture slow/fast? shutter speed?

I'm going to take a guess and OP can correct me if I'm wrong but I think he had to have a higher shutter speed to capture the car while moving, but get the background blurry. Also a maximum aperture in order to make a shallow depth of field and absorb everything. Then focus the camera where you want to take the picture of the car going by.
They say being farther away and zooming in will help a bit too
Hope that's right.

there's also the cheap way of doing it and changing the effects of the background and wheels like make it look like the car is moving

Basically have the camera move at the same speed as the car with high exposure time.
