Those lips are pretty strong and thick. I don't think it got to the bumper but then again the only way to be sure is taking the lip off and seeing for yourself. Any opinions we may give won't matter. The truth is under the lip. I'm really sorry to hear/see what happened and I hope it's not the bumper man!

Those lips are connected with a few bolts underneath (that go through clips in your bumper cover), a couple screws on each side in the fender, and also double sided tape. Once you get all the fasteners off use a blow dryer to heat up the tape and slide fishing line under the tape to release it. It's a pain, but there's no other way. It's probably just the lip that's cracked, it would take quite a bit to crack all the way through the bumper.
