This is the acutal sheet that he pulled out of his police car.
This shows all the states tint law. Look at the VA Front Side/Back side numbers. They say 43% front and 28% back. Now he also stated that they give a 7% downward offset on these numbers which makes the new numbers 36% Front and 21% Back. He told me 35%. I am going w/ him, cuz he was not just some Uni Cop (uniformed), he was in an unmarked car w/ windows darker than mine. So its illegal for me, but not for him....Catch 22

Another thing, at the bottom of that link it says this:
Under "type", "net" means light transmition of film and glass together "film" means how dark film can be.
Va uses the "Net" type and not the "Film" Type. Which means that I may have 38% tint(film), but my glass may also have some slight tint to it as well which brings it down...am I right?

K, not doubting you, but really doubting the cop. He can't rely on a random website summary of VA law. The actual VA statute, which is the only thing a court will care about is here:
