Everyone should use FRS radios on the cruise. Its the best way to keep everyone together if used properly. I've been able to keep a 50 car cruise on country roads together. They can stretch out for miles. A lot of FRS radios and people who know how to use them can go a long ways.

Just do a quick google search on "frs radios" and you'll see what they are. You can usually get a decent pair of them for $30. I'd recommend getting a pair with rechargeable batteries and get a pair with subcodes. Most of them come with GMRS channels which have a longer range, and "technically" require a license. But for the purpose of the cruises, you'll probably just use the FRS channels. Subcodes are handy so you don't get a lot of chatter outside your group. Don't get hung up on the range of them. The FRS channels really have a usable range of about 200 yards regardless of which ones you buy.
Best Buy, Wal-Mart, Target all carry them. I have some Motorola ones that work good.
