HFCs on cars newer than 7 years. CARB

You guys here in Cali realize that HFCs even carb approved with a CARB EO, can not pass smog. (For cars newer than 7 years)

Apparently it's illegal to replace a perfectly good cat with another while the car is under the 7 year emission warranty.
A bad cat would be replaced at the dealer with a new factory cat, under warranty.
So (with HFCs) at your first smog check, when the car is 4 years old, it wont pass.
Technically,it has to have the factory cat converter to pass.

Just witnessed this at a smog check place.

I was up to see a friend in Bishop CA. He has a sweet truck with a 383 roller cam motor and a S&S bike, says no smog checks after purchase or before sale. Something about <250K people in the area? Just thinking... ;-)

The test failure that you witnessed, did it fail at the visual inspection or were the emission numbers actually out of spec? (I'm guessing that it failed the visual inspection or the car owner unwittingly told the tester about the HFCs.)

i think even after the 7 year warranty, we're still not allowed to replace any cats with anything other than OEM (except after 30 or 35 years or whatever that smog exemption time span is). it doesn't matter if the original cat failed or was replaced while still good.

Frequently Asked Questions: Emission Laws And Regulations
Parts that are typically not eligible for a CARB exemption include, but are not limited to: replacement catalytic converters, downpipes or headers that remove or relocate a catalytic converter, and performance carburetor kits.
New catalytic converters sold or installed in CA must be designed to meet the following requirements:

1. Must be an OE replacement only - no "high flow" or performance cats

i never knew about that, Boomer-Bob. You have me doing research now!
"Some vehicles registered in rural areas are only required to complete a smog inspection during Change-of-Ownership and initial registration in California."

I cant find a list of places that DON'T require smog checks, but i did find a list of counties that do require them: Smog Information
time to start looking for a vacation home?

Just swap them out after. After taking the stock units out (which is a PITA) it's a 30 minute swap to go back from hfc to stock cats.

Bishop is in Inyo County. I think "rural" is 250K or less, but, not possitive.

They did a visual.

Magnaflow has CARB "hi flow" cats, but for cars out of warranty, but you need an installers receipt certifying the OEs were bad.

Inyo County does have a sale transfer smog check with no spending limit, just not biennial renewal requirements as does Los Angeles County.
