So what if your factory exhaust breaks and needs to be replaced? Are they saying you are required to only use OEM parts? That doesn't sound right.
A quick search turned up that this forum in your state where someone posted part of the legal code. According to that, noise is a factor: the replacement exhaust just can't be louder than the stock.

That really sucks man...move to Texas...there is no way that a law like that would pass but if it did holy crap, the state would make serious cash on another really ridiculous law. I did get an unmarked cop turn his lights on when we were going under an overpass, he thought I was speeding I guess but he had other things to do and really couldn't pull me over anyways. I just waved and kept going, maybe he was just telling me he liked the G. BTW, I don't think my stillen cb is all that much louder (a little) but a deeper tone for sure.
