The algorithm used to monitor the secondary catalytic converter is much tighter for these newer cars. The emmision equipment monitoring is getting tighter and tighter. You will have to use electronic fixes for these guys in the future.
But the problem with that is manufacturers are affraid to market products like these. Casper Electronics was fined $250K IIRC by the EPA for making and selling their electronic O2 sims. They are still some companies out there, but most of them will operate from overseas now.
Each state has different emission standards so since it says will pass for 49 states then most of you won't have to worry. Find out if your state has high emission standards like Cali. Most states with bad smog will have higher emission standards but even then you should be fine.
