Apparently this just happened in New York:

[correction: happened in NY in 2013, not 2014. Just new to me.]

Fact Sheet Prohibition of Used Catalytic Converters/New Aftermarket Catalytic Converter Standards - NYS Dept. of Environmental Conservation

The ruling goes in effect June 1st for installation restrictions. But I can't figure out what that means with regard to future inspections.

Lance, I'm two weeks into my order on a pair of RHFC's. Would you recommend we discontinue that order in light of these new laws? The FI website advertises their cats as "Not legal for use on highway driven California cars", and I suspect that line will soon read "California or NY cars".

Feel somewhat like I just got punched in the stomach.

Hmm looks like it took effect 6-1-13 but I think they are CARB legal according to a post I read from 1CleanG; maybe there is hope for you I don't know

That's a good point, I have never seen an inspector try and get under a car to read the CARB plate. These do indeed pass your OBD II inspection, and it'll take a while for people to start using sniffers.

Typically, most inspections are the direct result of someone having an extremely obnoxious exhaust. They'll climb under the car and see that you have Catalyic converters present, not necessarily a "carb approved" plate. The other type is actual carb testing. With this they will put a sensor by your exhaust output. Keep in mind, these are still 300 cell cats. I can't guarentee they will pass this type of inpection, as each state/law will differ.
