What is "RSV balance" for tires?

Just had the driveshaft replaced on my car to fix a vibration, but the first step the tech took was to "RSV balance" the tires. Each tire had its own RSV value, with the max spec being 27.

3 tires were fine, one was at 28 so it was past max spec from the factory (car had 10 miles on it when I picked it up).

Ive googled but couldnt find it....what is an RSV balance? Is it just Infinitis way of saying road force balance?

And while I was at it, I checked out the FSM section for wheels/tires......found something interesting: the Consult III can display tire pressure readings from the TPMS (or at least thats how I read the section). So it makes me wonder if there is a way to get the car to display it also.
