AC problem
So Im having an issue with my AC and fan system
The air coming out is not cold at all, and no matter how long the ac runs the car doesnt get cold. i already had the condenser replaced and the coolant topped up. I also replaced my cabin air filter and checked all my fuses
I hear a whine when the ac starts up and runs, and the airflow is super weak, even when its maxed out. it feels like its set to 2 or 3, even when fan is set to 4 or 5

By "super weak" airflow I am guessing you are referring to the air coming out of the dash vents? If so, likely the blower motor is dying- especially if it has potentially gotten wet.
Is there ANY cold air at the vent at all?

What, exactly, is "whining?" Compressor? Radiator/ Condenser fan(s)? Cabin blower?
By "super weak" airflow I am guessing you are referring to the air coming out of the dash vents? If so, likely the blower motor is dying- especially if it has potentially gotten wet.

Im not sure whats whining exactly, but it doesnt happen when the fan is running, only starts when I turn the AC, doubt its the radiator/condener since i just had that changed but other than that I dont know

If there is a trace of cold air at the vents then the system is trying to do it's job.
Air flow is critical in AC systems: to reject heat at the condenser AND ALSO to absorb heat at the evaporator.
It sounds like your cabin blower (fan) is not doing its job. I would first check the cabin air filter to make sure it is not excessive dirty/ blocked/ wet and check the condition of the blower for dirt, rust, corrosion, bearing binding, etc.
Worst case it sounds like you need a new blower. Easy to replace and not too expensive.
