Wow that's great! Ill download that!
Yes in an accident. Body has since been repaired. No airbag or frame damage, other than that history is unknown.
Only other issue is there is a slight power draw. If the car sits for 3 days it will need to be jumped. If it sits for a week it kills the battery completly

Let's tackle one issue at a time, lol!
The ICC system uses a front radar unit which is located in the front bumper:

You may want to check to see if the module is still there /missing/damaged and if the wiring connector is plugged in /or damaged.

I checked that when I replaced the bumper and it was not damaged and yes its plugged in
