Go to a professional detailer, you should be able to get 90-95% of it buffed out.
Don't use touch up paint, it will look like crap, you will be constantly annoyed by it.
Fix if properly, I know it sucks but you don't seem to have major dent or paint damages.
Compared to some of the hit & runs posted here.

Asian autobody shops in my experience are cheaper.
It's only a plastic bumper....it isn't anything major.

Follow the advice of having it resprayed and while it's in the shop (if it was me) I would be finding out if there is a parking lot camera that captured the careless driver that hit you.

That's way too expensive...I've been getting quotes from body shops around Boston, and all of them go between $300 and $400. They do a sand and computerized paint matching. They also come with a lifetime warranty, so I would think $600-$700 is way on the high side.
Asian autobody shops in my experience are cheaper.

Can you let me know how it goes and the cost, pretty much the exact same thing happened to my rear bumper yesterday (also at a grocery store parking lot). And I had left a good amount of space between my car and the car that had been parked beside me when I went into the grocery store as it had been the last end spot open in the lot. People have no respect for other people's property. I'm all for flogging these inconsiderate ******.
