As with all engineering calculations everything has a safety factor. Based on the industry, specifications will be made to a standard safety factor.
A long time ago I took my mom's civic wagon up to 120mph. I think the tires were some cheapo tires that had the lowest rating possible probably rated for 90 or 100mph... In the end they were fine.
Just because the rating says it is rated at that speed doesn't mean the tire will disintegrate when it hits that point.

Limiter?
Car is so smooth it is way to easy to go fast. I have hit 150mph. Felt fast, but not that fast. Open windows for effect.
