I remember seeing on the news, a guy rolled vehicle mileage back about an absurd amount and was caught, fined and sent to jail for quite some time.

Something like 100k mile car was sold with Odometer reading 20k or 30k miles. I could see getting away with maybe 10k miles but not any more than that.

A few buddies of mine switched their gauge cluster from USDM to JDM clusters that only read km/h and all their miles or should I say km readings are way off from what is actually on the motor.

1. Consult III cant change the odometer values.
2. On new cars, odometer values (mileage) are stored (mirrored) on different modules on the car (Instrument panel, ECU, BCM, etc...) and the values are also encrypted.

So it may be possible to change this values but is very difficult and time consuming.
So it just don't worth the effort.

The odo can be changed, but it takes special software. Around 2002 the odo miles were just stored on the guage cluster and you could switch guage clusters and put miles on another guage cluster. Then they got smart and its stored in multiple locations. It can be changed b/c if you have to change the guage cluster the one coming in will have 0 miles and u will have to set it so it matches up with the other odo reading.

I know lots of people that rewind miles, Its a felony in california I believe, but still very common. The miles are on several parts of the car now, for example I know bmw has 7 different recording points, One on the actual key.

Considering you can have a battery out of your vehicle for months and the odometer will still have your mileage stored, i would imagine that it is next to impossible to even find a way to a alter it. The information for that is probably so deep you would spend a lifetime just trying to find it haha....oh yea not to mention it is highly illegal.

If driving forward move the odometer forward, does driving reverse roll back the odometer?

The odometer HAS to be adjustable. They have to change the odometer reading if they ever have to change the guage cluster.

It is definitely adjustable. If you import a car from, say, Canada, there is a chance the DMV would require you to replace the instrument panel even if the speedometer has both km/h and mph markings. The dealership would not let you drive the car away with 0 miles on the odometer in the new dashboard. They would adjust the odometer reading to match the car's actual mileage at the time of replacement. And you hope that they remember to do unit conversion, otherwise your mileage reading increases by 60% (the conversion factor), lol.
