To clean it, use a good wheel and tire cleaner like Eagle One A2Z, spray the liner liberally at the same time you clean the wheels, and let it dwell for a few minutes. Hose it off with a strong stream of water. This seems sufficient to keep them pretty clean.
I do the same for the plastic wheel liners up front.
The cabin noise in the G is due to the need for additional sound deadening material in the doors, combined with loud tires.
