um...if they sign a waiver saying they understand the risks involved and knowingly waive the right to blame the shop in any way is not admitting guilt at all. And if they sign a waiver it exhonerates them of any liability (AKA it isn't an issue and they don't have to worry about insurance covering it b/c its not their problem)...

As a matter of fact, the fact that they even have the waiver document acknowledges that they know they are breaking the law. You won't see many news stories about this issue, though, because most people aren't swimming in a shallow enough gene pool to tint their windshield in the first place.
It's your life, but just realize that you're opening yourself up to some incredible liability in the name of creating a certain look for your car. There's also a very good possibility that you gave up your tint warranty when you signed that paper.
