It's certainly not a deal breaker though, just odd given that they do it in some of their other models yet the G seems to be positioned as one of the sportiest Infiniti models.
Maybe, they just decided not to bother changing the gauge software for the 2009 Gs. Since they're redesigning the gauges for the 2010 model, I wonder if they'll go ahead and do it then.

It only works with a single "speed limit" though, which in my mind is pointless. My daily commute has speed limits of 35, 40, 45, 55, and 65. This would only be useful for the highest I guess, and then only for a short time. Better to just pay attention to the speed limit and the speed I am driving.

I wouldn't use it to deter me from speeding. I would just set the rings for fun haha. Like notification, or just as a "cool" thing as stated before about the gauge dials.
I would probably put yellow at like 45 and red at like 65. So yellow would be for a high speed for city driving, and red for freeway
