ART Test pipes and tanabe axle back???
I have the tanabe axle back on my G37 so far but its too quiet, what is the next thing i can do to make it louder while minimizing drone?

My setup. FI test pipes and axle back. Should sound similar with art pipes

Did you throw any CEL codes?
I'm leaning towards FI RTPs too.

Are the HFC and test pipes something i can swap when i need smogcheck?

It would be a PITA, depends if it's worth your time and $$$ every couple years or how often you get checked.
