I get hot air when I have the AC off with *** set at 60 (lowest temperature allowed).. Any idea on what the problem can be ? and I do not live in the desert.

It could be a wiring harness or sensor tube is loose (check out this thread), or a failed control circuit board, which is part of the radio (see this thread). But you'll need to get it checked out at a service center or dealer, I think.

I assume your just running the air vent either in internal or external recirculation right? Is the air hot all the time, even when the car is just started or does it warm up with the engine?

I always assumed this was from the car sitting in the heat and having all the plumbing in the AC system get hot, and then warming up the air as it flows through it. Although it is only 70 degrees outside, if your car is sitting in the sun the inside will get considerably hotter. Once your engine is warm it will cause all that plumbing to warm up also.

I don't think so.
The hood and top might get warm from sitting in the sun but the engine and AC stuff won't, certanly not warm enough to cause the system to blow hot air...

It will get just as hot as the rest of the interior, leave a thermometer in your car and see just how hot it gets. It's the air in your car that gets hot in the sun, all that hot air can and does flow backwards into the vents and heat up the air in there also. All that plumbing is mostly behind and under your dash, not under the hood.
