Rear bumper bracket help

Okay so I did find some information on the search button but didn't get exactly what I was looking for. As of now, I have trimmed my rear bumper brackets but am still rubbing. Would I have to jus completely remove them? and if so, what would be the safest way in doing so? If someone has pictures it would be great. Currently im still rubbing when im by myself in the car on turns and bumps but when another person enters the car...its technically not functional to drive. I need to fix this quick so help is much appreciated!

How far did you shave the bracket? Did you go up to the bolt? If you want to keep the bolt it should look like an "P" when shave up to the bolt. Make sure the metal closest to the bumper is shaved flush as possible without cutting into the bumper. That area is where i was rubbing. Another idea...put some blue painters tape and go for a drive. It will rub against it to show how much you are rubbing. Helped me anyways.

Depending how low you are, you may be also rubbing against your fender liner.
