That is a little rubber mudflap sort of thing. It is not a mechanical part of the car, just there to try to help less mud sling on the undercarriage from the tires. It's held on with body clips (I think) that sometimes come out. If any of the fasteners are missing it hangs down and looks ugly. Feel free to secure it or remove it completely, it's not necessary or even very functional IMO. It won't hurt anything if it's missing.

I never noticed those until I put the spare on a month or so ago. It was prominent until I got the tire patched and replaced. Yours looks like it's just pulled loose on one end

Mine is hanging down too. Went to the stealership to get replacement clip. Gave me 2 different sizes neither of which fit. After more digging, they said the clips for that come in the set with that rubber piece.

So now I have 2 different clips and the piece still hanging down. I might bore out the hole a little and put the larger of the 2 clips in....idk

They may also be part of under body Aero management. Also dude you have a lot of rust coming down on your mid pipe. I have them on my car and I have IPL package installed on my car.

K I'll mess around with it later on, thanks guys! Any tips for getting a melted plastic bag off your exhaust?

@GTLAW my car is outdoor kept and it's been raining a lot lately. Sun just came out today. Got some washing and stuff to do . Is it bad to have the rust on there?

Well a lot of rust over time eats away at the alumina. So it could be bad.

Get under there and scrape it off.

Surface rust isn't going to hurt your exhaust. There's nothing you can do to stop it unless you start parking in a climate controlled garage without humidity. It'll take many years for it to rust through.
