i wanted to know where i can buy them from. if they are tips or the whole exhaust

tips are just tips. U can get any tips put on any exhaust. I was thinking about doing this, but with the circle double duals. The only real issue is whether someone can cut that area on the bumper cover. You don't want it to look cheesy.

Check your local muffler shops

It shouldn't be difficult at all to get a set of universal quad tips, then get a quality muffler shop to install them correctly. I did this with my old car ('96 lexus ls400). I had a body shop cut niches out of my bumper so the exhaust would fit properly.
