I think I may go Nitto Invo 245 / 275 & KW Coils and spend the rest on HPDEs

I'd go with:
tires
coilovers & rear camber kit
motordyne m370 plenum and uprev tune (it'll also lower the cost of tuning for the TT setup since you'll already have the license)
should put you around 4000
