I have been driving for over 14 years now. I easily put 500k miles among my cars. I have had 1 flat/blowout and it was because I pushed crappy tires. I know that is not the purpose of your post; but significant to point out to those who do not know. That said, I take care of my cars including the tires.
I doubt they will give you a new one. Not because of cost but because I do not think those scissor jacks are a common item they have laying around. I am sure if you had your car serviced at normal intervals at a specific dealership they would be happy to give you one. Until you can prove it was standard equipment for your car, I would not even bother. Call them before you waste your time.
To those interested... the jack that one individual posted looks ghetto IMO. Do not jack your car up using a POS china jack. Get a good quality American built floor jack and some stands (as you should never be working around an elevated car that does not have a solid safety stand under it).
