Hypertech tuning?
Hypertech goes for $300, and it has already been proven to drop 0-60 time by 0.2 by itself. Lightweight pulley and K&Ns filters are something to consider as well if you're limited by budget.

Tires are pretty expensive, why not lower your psi by a little to increase traction?

Stock G37 goes to 60 in 5.2 on sea level, with all of the above, you can possibly hit 4.9.

I live 3800ft above sea level, my stock is 6.2, and manged to bring it down to 5.8.

The GTM Supercharger has what you need whether it's a stage 1 or 2. On the stage 1 you can expect 390-430WHP and 345-350TQ to the wheels but expect 460-500whp. The stage 2 is still on it's early development stages right now and not much info yet. Those power is more than enough to pick on them mustang's. I can tell you first hand the SC is the way to go other than twin turbo's. Don't waste money on bolt on's
Wait, what do you mean I can expect 390-430 WHP to the wheels but I should expect 460-500 WHP?

I mean, you can expect 390-430whp for GTM stage 1 supercharger and 460-500whp for their stage 2

drag radials or slicks will make the biggest difference, assuming you know how to drive and have a 6MT.

5AT/7AT, you need to get some good tires and lots of power.
