What are the front plastic openings for at the bottom of the front bumper?

I just swapped out my upper & lower grill with the T-Rex black powder coated billet units, and then could not stand for the b$%t ugly false brake duct covers.
So I popped them out, used a Dremel tool to cut out the centers on each and every diamond pocket, leaving only the perimeter diamond shape.
Yes the washer bottle tank was now visible through the openings on the passenger side, so I simply painted the washer tank flat black.
All looks rather nice now!
Also, I recently drove 27 miles home in an absolute rain monsoon downpour, and no water of any concern made it up to my K&N cold air intake filters.

Ok, here is a shot of the front as it is now. Sorry for the rain drenched view.
Yes I know I need to fix the dimples in the front bumper cover, but I'll get to that when it warms up a bit.
