+1 to that, don't take it up the talipipe for this, you need to press the cops on this until they take you seriously, you pay their damn salary with your taxes....
CCRB (at least in NYC) has to by law investigate all complaints against all officers - and it stays on their records whether they're cleared or not. Its like saying Internal Affairs - **** gets done. My boy who is a sergeant put me on to that. Just go in and mention causally ‘CCRB’ to the Lieutenant on duty and that you’d like to file a grievance because you’re not being taken seriously. The Captain is now going to have that on his station all the way up to the district Major. You get the point. It just looks bad for all parties concerned.

I wouldn't do that bro... you are going to have people targeting your car just because...
I try to park farther out in the parking lot and in a corner spot. The corner spot limits your chances of getting an idiot next to you by 50%. Most of the idiots are also too lazy to park farther out.
You can also make more space between you and the other spot by hugging the curb in a corner spot. Where as if you do that in a regular spot, you will simply be closer to the space on the other side.

I'm not arguing that you are not correct... I'm just saying that he can use that fact as motivation but not to make those thoughts apparent to the officers. They will give him no help at all at that point.
