I prefer to let the clutch out about half way when redlining. Just hold it there until you get a whiff of that awesome clutch smell and definitely wait for a little smoke from the undercarriage. That let's you know you're doing right!

I need to know how to do this because my engine doesn’t rev past 4,500 RPM in gear/while driving. I can’t go near my redline at all. I am guessing the rev limiter is stuck on or getting triggered somehow? 09 G37s coupe..

Sounds more like you are in limp mode. Is your check engine light on?

You should have your checked for codes. They don't all trip the check engine light. That said, your issue isn't unknown. Some reading in this forum could help.
