unless you drive your car into a lake...no. there is nothing to worry about in terms of water or hydro-locking your engine. I speak from experience driving in flood causing levels of rain more than once and have never had a problem at all.
and yes, IMO the Gen3 is the absolute best bet for intake if you are looking for a CAI. It sounds the best, looks the best, and gives the best results.

i just drove in a heavy downpour last week. I checked the filters and its dry as it can be.

I went with the Stillen Long Tube Gen-2 Intake. It has all the benefits
ScottBeGood pointed out with short tubes, but the tube is longer than
the Shorties and places the K&N Filter in the exact location/opening from
where the Stock intakes got their air feed. Comes with Cold Air Poly covers
to isolate from engine heat... They sound SICK! And I have the Stock
Exhaust, Which I've found gets a bit of a deeper growl. To me the best
alternative to Gen-3. My biggest reason for going with these is the
Maintenance alone. When time to clean your filters everything is right there... And install is a breeze... Good Luck with whatever you choose

Contrary to some people's opinion on here, I think the stillen and injen Cai are equal in quality and performance. The only reason I went injen was I was opening up the faux vents for function anyways so the air hits the filters first on it's way to the opening I made in the wheel well to vent the brakes, not to mention the lights I installed down there. So logistics for me....can't loose with either one, I do like my powder coated black tubes tho....

Just installed this 2 days ago along, pretty impressive Stillen gen 3
I like how you can see it through the grille
I can fur sure feel a difference, great sound as well. not too bad to install IMO
