Yes, the turbo harnesses all the energy from the exhaust gas flow. If you want to do Christian's setup then the test pipes would be useless. Or you can go with an internal wastegate and run whatever test pipe you want.
Inspection will fail without windshield washer resivor , emission pass no issues. As long as your codes are clean and no check engine light , you will pass emission.
