paint chips...
My car has a couple paint chips from the previous owner that were covered up with touch up paint... poorly... is there any way i can fix these without repainting the whole area?

Their is no easy way to do this one option is:
1. Sand the surface, apply putty, apply primer and apply a color blender with the color and apply on the surface. You will require two small touchup spray guns. This may be difficult specially for first timers.
Second option:
2. spot primer the area and respray the entire piece.
3. leave as is, i have not touched my g's bumper and I know how to do these types of repairs.

it's unavoidable... you might as well just make it flush and call it a day...
there is paint tech out there that can correct areas without painting the whole bumper... however i don't know how durable that method is... i was under the impression if you're not spraying on clear from edge to edge, you'll get chipping...

Depending on depth depends on the difficulty. I have gone touch up paint only, wetsand, buff, and polish out and have gone the putty with a toothpick to level the surface and used the same previous technique. Each will work pretty effectively and usually will make it almost perfect. You'll still know it is there, but without a full respray that's probably the best you can do.
