that really looks like soap... but idk what have you tried using?
i don't think you should go to a car wash to detail your car... you should hand detail it by yourself so you know what you're using and you will feel good in the end when you do it youself, those car washes scratch the paint and etc...

It's the wheel cleaner. If you don't get that stuff off right away it will eat your finish. Sorry, man.

I used to have Work wheels (Meister S1's) and I believe Work uses a clear coat on all polished lips, because mine had it.
What this means is that you should not/cannot polish the lips using an aluminum polisher because you may end up hurting the clear coat even more - this is in reference to the link you provided using the Viper wheels as an example.
It seems as if you need to have the lips re-finished. Contact the manufacturer/retailer before you do anything else and make them look worse.
