It may not lower it, but it could raise it a little.
If your current shock/strut is severely worn, and have many, many miles on the springs, the springs have already sagged and could be the main component holding the car up. A fresh set of dampers will sometimes raise a car a few mm for a few weeks when coming from a situation like this, at least until it settles.
All else being equal, J and B above are correct, dampers themselves will not lower the car.

I currently am lowered on Tein S Tech and dont want to go any lower cause i dont want my exhaust scraping anymore. I know a few guys with civics similar to my old one put aftermarket shocks on their car which has front struts and rear separate springs and the shocks slightly lowered their car so I was just going off of that.

Yeah that was a thought to. Tokico are half the price of all coilovers though especially when i was considering Tein Basics or Tanabes. Coils are what i am used to and better cause of that adjustability but if shocks dont lower the car like my initial thought going with tokicos will definitely work

I had Tokico Blues installed on my last car, replacing the OEM struts (coincidentally which were also made by Tokico for Nissan) at 60K miles. There was zero change in ride height, as I didn't expect that there would be. The new ride was actually softer than before, and yet the damping was better, far less bouncy, and therefore the handling slightly improved.
But only slightly. Very slightly.
Blues are much more of a sideways, OEM replacement than they are an upgrade.

The car has since moved on to a friend, who yanked the springs & struts for a set of Tein SS Coilovers. I've driven the car since, and have an untold number of regrets not going with CO's in the first place... they're amazing. But that's all water under the bridge.
