let's use the ait rear bumper for example.

THat bumper doesn't come pre drilled for the snap point but You can easily drill out the holes. The bumper is heavy and will sag so you will need to install that bolt for support

so if you use the snap points the bolt is not needed? or are both the snap point and bolt are needed for fiberglass (cause it is relatively heavy)?

Not that it's safe or the correct way to do it, but I just let my wheels rub so much it removed that bolt on its own lol.

Negative sir. Everything you see in my pics is completely stock. Havent touched the bracket or fender....yet. I will be shaving it down when i mount my tires/wheels.

is it recommended to paint after shaving the bracket to prevent rust or is it fine to just leave it?

get some touch-up paint or some touch-up clear to cover it. the bracket is steel (or whatever metal the fender is made out of). if it gets continually wet or exposed to the weather, it may rust.
