Help Whining, rubbing noise after pad install and rotor resurface

Whining, rubbing noise after pad install and rotor resurface

Good day everyone. We took our 2008 G37 S to a shop to have the rotors resurfaced and I installed the new pads. Everything grips fine and works but when we are at speed we hear a whining noise and almost like a light rubbing noise coming from the rears (not sure if it is both sides on rear).

After looking at the rear rotors closely, they look to not be smooth and I can see the trails left by the resurfacing process. They are not like the fronts which are smooth.

Any idea if that is causing what we hear or is there could be something else?
