There's a tsb that replaces the existing p/s reservoir one with an updated version. Assuming that's your issue, it'll fix the problem. Obviously it's assumed your p/s fluid level is proper and no pump/rack faults.
Does it sound like something is rubbing between the steering wheel and steering column? I have seen this in a few cars where a tab between the two is rubbing.
