They come as a set, been looking around for the same answer. Here's the instructions for the fog lamp "conversion" kit.

I had been on the phone with a couple of dealerships and none of them had a clue. All of them said that i would need two separate parts...so frustrating.
To me a "kit" would mean both but apparently it means a different thing to the dealers. so i ordered 1 and guess what? the kit does have both (left & right).
sorry for the rant

I have a 2008 sport coupe with the faux vents. Since the car doesn't have fog lights, does it still have some mounting point on the bumper bracket/mount so I can mount the fogs? Secondly, once I do mount them, I either have to purchase an aftermarket vent or cut a hole for the light in the existing vent. I saw that some people went to hardware stores and just purchased screening and installed that instead. Makes it easier for making the correct cut. I just want to know what I'm faced with before I pull the bumper cover. That's another issue, some say it has to be removed others say you just have to remove the fender liners for access.

I think I've answered my own questions.
The fog light mounts to the faux vent. I'll get a 3 1/2" hole saw, I just have to figure out where I want the lights in the inside/center/outside. Probably mount them in the center for more strength. Looks like there will be plenty of room, if I jack the front of the car up and pull the wheels and fender liners.
I may cut a thin piece of aluminum behind the faux vent to reinforce the plastic. Install a rubber grommet in the faux vent hole for a tighter seal. The wiring information provided here was well done, thanks.
