When i turn on my car, the right headlight HIDs start blinking for about a minute or so, and then they turn off and stay off. Is this a problem with the ballast, bulb, or something else? These are the stock HID headlights on the coupe.

Your car is still new, should be under warranty? Have the dealer take a look at it...ballasts/bulbs shouldn't fail this early.

could be a sign of your bulb might be going out.

I'm hesitant to take it to the dealership, since they don't even know what a TSB or ITB is.(It's really that bad...)

But I'll take it in next week and see what they say. It's been doing it for about 2-3 weeks now.

does it look pinkish when it's flashing? that's a sign of a bad bulb.
