Who has changed their Parking/City Lights?

So to replace the city light I would have to go through the same cap as the fog light? Is it just lower through that same hole?

OK I gave up trying to replace the city lights through the hood...
I finally, finally managed to get the intake out, then saw what LOOKED like it was a cap for the fog light which I can take off, but where in the world do I get access to the city light??
Should I just say screw it and go through the wheel well? If so, whats involved in that?

It seems so small! How can I reach below the fog to get to the city light through such a small hole??
Do I HAVE to take out the fog light first?
