The reason you select time-zone etc is because the GPS satellites don't put out that information. Yeah it would probably be trivial to calculate it but the car doesn't so the time-zone is the offset for the time received from the satellites.

Theres two buttons on the bottom left and right corners. The left button turns the clock back and the right button turns the clock forward. Just hold the right one til it gets close to an hour forward then press it to get it exact.
