Steel gives you more control and makes it easier to shape your shot (something beginners cant do anyway)
Graphite is lighter, allows you to create more clubhead speed and thus hit the ball farther.
Steel shafts also give a lot more feedback on off center shots (i.e. you feel the sting in your hands). Thats another reason they arent good for beginners who have not yet developed a consistant swing or consistant ball striking.
But of course, its ultimately the decision of each individual golfer. Test out both, see what you prefer.

Hell if I know, me=very average golfer, 5 times a year.
I was told this from pro and staff at Roger Dunn, but they did give me the opportunity to hit any of the clubs on their range. That would be your best way to find what you like.
