Find a used set of clubs at a pawn shop for a few bucks. If you buy new clubs starting out, you should probably spend as little as you can. You may suck at golf or just decide it's not for you. Don't worry about all the high tech high dollar stuff that guys who have been playing for years waste money on.

As far as a driver goes, don't buy one. You can't hit it anyway.
Seriously though, you can learn the game with a 3 wood, a 3 iron, a 5 iron, a 7 iron, a 9 iron, a pitching wedge, and a putter. I have a buddy and we used to challenge each other to a round with nothing but 1 wood or driver, 3 irons, a wedge, and a putter. It simplifies the game a bit.
